A deck finish is only as good as the prep under it. We clean or strip the boards at low pressure, let the wood dry, and then stain it so it holds. Here's a Miami Valley deck we took from peeling paint to a solid stain.
When we looked at this deck, the old coating turned out to be paint, not stain. Paint on a deck floor peels, and new stain can't soak through it. So the floor and stairs were stripped to bare wood, the rotted boards were replaced, and then it got a solid-color stain. The old wood railing came off, white railing went on, and a new set of stairs went in on the back side.

If the boards are sound and the old finish is a stain that's just faded, the deck gets a wood cleaner at low pressure, a rinse, time to dry, and a fresh coat.
If the old coating is paint or a film that's peeling, it has to come off first. Stain has to soak into the wood, and it can't do that through paint.
Soft or rotted boards get replaced before the finish goes on, not after. That's what happened on the deck above.
